Lucknow, Nov. 29 -- The Uttar Pradesh Power Corporation Limited (UPPCL) on Friday issued a detailed clarification countering what it calls widespread misinterpretations about the rollout of smart meters in the state. The corporation said 3.41 lakh check meters, non-smart meters forming 5% of installations under the RDSS scheme, had been deployed. Refuting claims that Section 47(5) of the Electricity Act, 2003 gives consumers the right to choose between prepaid and postpaid modes, UPPCL said the provision did not apply in this context. A UPPCL spokesman said: "The tariff order only mandates that new connections be issued with smart meters, and consumers are assured of accurate metering irrespective of billing mode. Doubts about meter functioning can be addressed through testing under the Consumer Supply Code." The state's target, he said, was to install 2.73 crore meters, of which 51.71 lakh smart meters had already been installed....
