UP eases industrial clearances with third-party certification
LUCKNOW, Nov. 5 -- To promote industrial growth and enhance ease of doing business in Uttar Pradesh, the Uttar Pradesh Pollution Control Board (UPPCB) has rolled out a third-party certification scheme for industries in the orange and green categories, removing the requirement for mandatory inspections by board officials.
The decision was unanimously approved in a high-level board meeting held on November 3, 2025, under the chairmanship of Dr RP Singh, member secretary, UPPCB.
The initiative is part of the ongoing Ease of Doing Business campaign led by chief minister Yogi Adityanath, aimed at fostering a more business-friendly environment in the state.
Under this scheme, inspection reports issued by government institutions recognized by the Board will now be accepted for obtaining Consent to Establish (CTE) and Consent to Operate (CTO).
Previously, such inspections could only be carried out by officials of the Pollution Control Board.
Industries now have the option to submit inspection reports from government institutes of excellence recognised by the Board, such as IITs and government engineering colleges. Based on these reports, CTE and CTO can be issued to the industries, thereby eliminating the requirement for mandatory inspections by government officials....
