new delhi, Dec. 17 -- India's headline unemployment rate has decreased to 4.7% in November, the lowest in the monthly series starting April this year, according to Periodic Labour Force Survey (PLFS) data published by the National Statistics Office (NSO) on Monday. Sequentially, November employment decreased half a percentage point compared to October. To be sure, employment statistics are generally compared for the same month across years to account for seasonality of some jobs, such as those in agriculture. However, since the monthly series starts only in April, such year-on-year comparisons will only be possible from April next year. Unemployment declined despite more people looking for jobs in November. The labour force participation rate (LFPR), which measures the share of the population working or looking for a job, was 42.3% in November, the highest in the monthly series. This number increased half a percentage point compared to October. As expected from the trends in unemployment and labour force participation, the proportion of the population working in a month - called Worker Population Ratio or WPR - was the highest in November in the monthly series. WPR was 40.4% in November, 0.7 percentage points more than in October. Urban unemployment rate was 6.5% in November, also the lowest in the series but tied with April. Urban LFPR was 40.1%, same as in October and ranked third highest after September and August, when this number was 40.5% and 40.4%. This means that the dip in unemployment in urban areas was helped by fewer people participating in the labour market. Therefore, the WPR in urban areas was also the third highest. WPR was 37.5% in urban areas, lower than 37.7% in August and September....
