New Delhi, Feb. 14 -- A Rs.1 lakh-crore Urban Challenge Fund (UCF), an ambitious 33.7 km underwater rail-cum-road tunnel in Assam and expansion of the Metro network in Noida were among a slew of infrastructure projects approved on Friday during the last meeting of the Union Cabinet at the South Block office in the British-era secretariat, people familiar with the matter said. According to the people, three railway-related announcements were among a total of 27 decisions made by the Prime Minister Narendra Modi-chaired Union Cabinet meeting before the Prime Minister's Office (PMO) shifted to its new complex -- Seva Teerth. All subsequent cabinet meetings would be held in the Seva Teerth Complex on Dara Shikoh Road, which the Prime Minister inaugurated on Friday, as he shifted his office from Raisina Hills. Other than the PM's office (PMO), the complex houses the cabinet secretariat, the national security council secretariat and India House -- a separate building for meetings and a conference centre. To be sure, the 2025 Union budget had proposed Rs.1 lakh crore for UCF spread over five years. Through this scheme, the Centre will finance up to 25% of bankable projects with the stipulation that at least 50% of the cost is funded through bonds, bank loans and PPPs. Rs.10,000 crore was also allotted for the same for FY 2026. This year, too, the allocation has been kept the same, said the people. The twin focus of the scheme will be creative redevelopment of cities and for water and sanitation purposes. In September 2025, the Union ministry of housing and urban affairs had rolled out a pilot for the scheme with a Rs.300 crore outlay. Officials had said bankable projects are planned to recover the investments, especially those made through non-grant investments. They are vital for improving municipal governance as they attract investment for urban infrastructure, reduce dependency on government funding, and enhance financial discipline among Urban Local Bodies. Under the pilot, the ministry is providing a credit guarantee for 70% of the funds for the private sector. The project in Assam is an engineering marvel meant to serve as India's first underwater structure designed to carry both vehicular traffic and railway lines connecting Gohpur on the north and Numaligarh on the south bank of Brahmaputra. The project is expected to cut travel times to half hour from the current four hours. Meanwhile, Union housing and urban affairs minister Manohar Lal Khattar announced that the existing Udyog Bhawan Metro Station will be renamed as Seva Teerth Bhawan Station....
