U'khand govt proposes privacy focused changes to UCC rules
Dehradun, Oct. 17 -- The Uttarakhand government has proposed major amendments to the Uniform Civil Code (UCC) Rules, 2025, focusing on protecting individual privacy, curtailing the powers of registrars, introducing flexibility in mandates related to identity proof and striking down clauses on parental intimation and pregnancy disclosure with regard to live-in relationships.
In that regard, the state government on Wednesday submitted an affidavit listing the changes and deletions it has proposed in the UCC Rules, 2025, before the Uttarakhand high court during a hearing of petitions challenging various provisions of code.
According to the affidavit, provisions mandating intimation to parents or guardians of individuals under 21 entering a live-in relationship, requirements to disclose previous marital or relationship status, and clauses seeking information about pregnancy or childbirth after the end of a live-in relationship are proposed for deletion.
The clause on parental intimation that the government intends to delete states that if one or both registrants were below 21 years of age, the registrar was authorised to inform their parent(s) or guardian(s) through email, SMS, WhatsApp or post about the receipt of the live-in registration statement.
In addition, a clause mandating live-in partners to provide tenant verification details after provisional registration may also be dropped, as per the provisions laid out in the affidavit.
The state government has also proposed a new section to strengthen privacy safeguards under the UCC.
The amendment specifies that "it will be the responsibility of the Registrar, officer-in-charge of the local police station, and the district superintendent of police to ensure the privacy of the information contained therewith regarding live-in applicants."
