India, Aug. 23 -- The Supreme Court's rethink in the matter of stray dogs in the national capital region illustrates how fiercely debated the issue is, and how a balance needs to be struck between the right of stray dogs to co-exist in spaces humans inhabit and the safety and protection of humans against dog attacks and zoonotic diseases.
