New Delhi, Dec. 12 -- The Election Commission of India (ECI) on Thursday extended the ongoing Special Intensive Revision (SIR) timelines for five States and one Union Territories-Tamil Nadu, Gujarat, Madhya Pradesh, Chhattisgarh, Uttar Pradesh and Andaman & Nicobar Islands-after receiving formal requests from their Chief Electoral Officers. HT had reported on Thursday that an extension for some States was likely. Under the revised schedule, Tamil Nadu and Gujarat will complete enumeration by December 14, with draft electoral rolls to be published on December 19. Madhya Pradesh, Chhattisgarh and Andaman & Nicobar Islands have been granted time until December 18, and their draft rolls will be published on December 23. Uttar Pradesh, which sought additional days due to its scale of field operations, has been given until December 26, with draft rolls set for publication on December 31. On Wednesday, Uttar Pradesh Chief Electoral Officer Navdeep Rinwa said the state has requested the Election Commission of India to grant two more weeks to complete the Special Intensive Revision (SIR) of electoral rolls. In a press statement, Rinwa said the extension was sought so that district election officers can re-verify entries of deceased voters, those who have shifted to other locations, and voters who remain untraceable. According to him, 99.24% of enumeration forms have been digitised so far. Of these, 18.85% -- nearly 2.91 crore entries -- fall under the "unverified" category, comprising 12.7 million voters who have permanently shifted, around 4.59 million voters who have died, 2.36 million duplicate voters, 958,000 who have not returned their forms, and 8.47 million absent voters. He said over 80% of the forms have been returned with signatures of voters or their family members. Mapping of the received forms with the 2003 voter list has crossed 76%. These changes supersede the earlier plan under which the enumeration period in all six jurisdictions was scheduled to end on December 11, with draft rolls due on December 16. For Goa, Puducherry, Lakshadweep, Rajasthan and West Bengal, the enumeration deadline remains unchanged and ends today. Their draft rolls will be published on December 16. Kerala, whose timeline was revised earlier, will continue enumeration until December 18 and publish draft rolls on December 23. The EC said new electors are being encouraged to file Form 6 with the required declaration either through Booth Level Officers or the ECINet portal to ensure inclusion in the final rolls due in February 2026. Alongside the revised timetable, the Commission released updated SIR progress figures showing near-complete coverage across States and UTs in the distribution and digitisation of Elector-specific Enumeration Forms (EFs). Most jurisdictions have reported 100% distribution, including Andaman & Nicobar Islands, Chhattisgarh, Goa, Gujarat, Lakshadweep, Madhya Pradesh, Puducherry and Tamil Nadu. Rajasthan has reported over 99% distribution, Uttar Pradesh 99.9% and Kerala 99.8%. West Bengal has reported full distribution as well. Digitisation levels-key to identifying electors who may be absent, shifted, deceased or duplicated-stand at 99.78% nationwide. Several States and UTs, including Chhattisgarh, Gujarat, Lakshadweep, Madhya Pradesh, Puducherry, Andaman & Nicobar Islands and Goa, have fully digitised their forms. Tamil Nadu has also recorded complete digitisation of all forms received. West Bengal has digitised 99.96% of its forms, while Uttar Pradesh has reached 99.61% and Kerala 98.92%, with enumeration still under way. With extensions now formalised for six States and enumeration concluding elsewhere as scheduled, the publication of draft rolls will be staggered between December 16 and December 31.
