Sarojini Nagar MLA proposes 'Green Budget' in 2026-27
LUCKNOW, Jan. 8 -- Sarojini Nagar MLA Rajeshwar Singh has proposed a five-point roadmap to make the Uttar Pradesh Budget 2026-27 a national model for green growth and climate-resilient development. In a detailed letter submitted to finance minister Suresh Khanna, Singh called for climate resilience to be made the central theme of the forthcoming Budget.
Commending the progress achieved under chief minister Yogi Adityanath in infrastructure, renewable energy, urban governance and fiscal discipline, Singh said the state was now ready to move into the next phase of a green economy and sustainable urbanisation.
Among the key proposals is the creation of Community Solar Parks in all registered residential welfare associations (RWAs), with 90% capital support from the state and 10 per cent contribution from RWAs. The initiative aims to overcome rooftop solar limitations in dense urban areas like Lucknow, lower power bills and create green jobs.
To tackle water stress, he suggested making rainwater harvesting mandatory for RWAs in water-scarce urban areas, helping recharge groundwater and reducing urban flooding risk.
He also pushed for expanding green mobility, seeking enhanced incentives for electric two-wheelers, three-wheelers, e-buses and commercial EV fleets, along with rapid development of EV charging infrastructure.
Addressing air pollution and farm distress, the MLA proposed a scheme under the slogan "Burning Not, Earning", offering direct financial incentives to farmers for selling crop residue, supported by village-level aggregation and assured buyers such as CBG plants and waste-to-energy plants.
The fifth proposal focuses on scientific waste management.
Singh said these initiatives should be seen not as expenditure but as "future-proof investments" that would boost public health, farmer income, employment and energy self-reliance.
He expressed confidence that the upcoming UP Budget would emerge as a nationally exemplary Green Budget under the leadership of the chief minister and the finance minister....
