Lucknow, Jan. 17 -- BJP MLA Rajeshwar Singh on Friday wrote a letter to chief minister Yogi Adityanath, urging him to declare a "Model Capital City Programme" for Lucknow. The Sarojini Nagar MLA also sought the implementation of a chief secretary-led, data-driven and outcome-based monitoring mechanism for the holistic, balanced, and sustainable development of the state capital. In his letter, Singh stated that Lucknow is not merely a city, but the administrative capital, policy showcase, cultural identity, and global face of Uttar Pradesh. Therefore, governance outcomes in Lucknow are directly linked to investor confidence, quality of life for citizens, and the overall growth narrative of the state. Referring to Census 2011 and the District Census Handbook, Singh highlighted that Lucknow's population exceeds 4.59 million (45.9 lakh), 66.2% of the population resides in urban areas and population density stands at 1,815 persons per sq. km. He noted that rapid urbanisation has placed continuous pressure on basic civic services, and that the pace of development has outstripped service capacity and inter-departmental coordination, making traditional, department-wise reviews inadequate. He requested that exclusive review meetings be conducted under the chairmanship of the chief secretary, and that personal accountability of department heads be clearly fixed with measurable KPIs and defined timelines....
