Dehradun, Sept. 12 -- Prime Minister Narendra Modi on Thursday announced financial assistance of Rs.1200 crore for disaster-hit Uttarakhand, as he held a review meeting in Dehradun on the impact of landslides, floods, and cloudbursts triggered by this year's intense monsoon rains across the Himalayan state. The Prime Minister emphasised the need for a multi-dimensional approach to help the entire region and its people recover. "This will include measures such as rebuilding homes under the PM Awas Yojana, restoring national highways, reconstructing schools, providing relief through the PMNRF, and distributing mini kits for livestock," he said. Modi also announced an ex gratia of Rs.2 lakh for the families of the deceased and Rs.50,000 for those injured. He was earlier supposed to conduct an aerial survey of the disaster-affected areas in the state, but it was cancelled due to bad weather. The central government will consider further aid to the state government after receiving a detailed report of high-level inter-ministerial central teams (IMCT) which recently visited disaster-affected areas of Uttarkashi, Chamoli, Rudraprayag, Pauri Garhwal, Bageshwar and Nainital districts to assess the damage of rain-related events, officials aware of the matter said. The assistance being released under the Disaster Management Act and Rules, including advance disbursements to the states, is only an interim measure, Modi said, adding that a comprehensive review will be undertaken once the state's memorandum and central teams' reports are available. The Prime Minister also met the disaster affected people and expressed his solidarity for their losses, and praised the efforts of rescue teams, including NDRF, SDRF, Army, in an interaction with them. He assured full support to the state government from the Centre and said there is a need for a multi-pronged strategy to help Uttarakhand and its people recover from the devastation caused by floods and landslides, and for restoration and rebuilding of infrastructure in the affected areas. Modi said the focus would be on rebuilding homes under the Pradhan Mantri Awas Yojana (PMAY), restoring highways, reconstructing schools, providing relief through the Prime Minister's National Relief Fund (PMNRF), and distributing mini kits for livestock. Under the PMAY-Gramin scheme, financial assistance will be extended as part of a "special project" submitted by the Uttarakhand government for the reconstruction of houses in rural areas that were damaged in the calamity. Modi also announced that children orphaned by the floods and landslides will be assisted under the PM CARES for children scheme to ensure their long-term care and welfare. Earlier, the Prime Minister was welcomed by chief minister Pushkar Singh Dhami at Jollygrant airport in Dehradun. Dhami said, ".......His presence among the people of the state in this difficult time of natural calamity reflects his deep concern and sensitivity towards the affected." The Uttarakhand government earlier this month had sought a special economic package of Rs.5,702.15 crore from the Centre to compensate for the losses caused by this year's monsoon and to strengthen vulnerable infrastructure against future natural disasters. In a memorandum sent to the Union home ministry, state disaster management and rehabilitation secretary Vinod Kumar Suman outlined the extent of damage and the urgent need for assistance, officials said....
