Only 4% forms digitised, Rinwa pulls up DEOs
Lucknow, Nov. 21 -- Uttar Pradesh chief electoral officer (CEO) Navdeep Rinwa on Thursday pulled up the district election officers (DEOs) over the delay in distribution of enumeration forms in some areas, as well as the slow digitisation of forms submitted by voters under the Special Intensive Revision (SIR) of electoral rolls in the state.
While 99.57% of the enumeration forms have been distributed by booth level officers (BLOs) in Uttar Pradesh till Thursday, only about 4% of the forms have been digitised, according to the Election Commission of India (ECI) data. A fortnight remains for the completion of distribution and collection of enumeration forms as the exercise that commenced on November 4 will conclude on December 4. The draft voter list will be published on December 9. Reviewing the progress of SIR through video conferencing with DEOs in all districts, Rinwa told the officials that the Election Commission of India and the Chief Electoral Officer's office are continuously monitoring the work of all personnel involved in SIR. He urged all DEOs, deputy DEOs, EROs, AEROs, supervisors, and BLOs to perform their duties with utmost dedication.
During a recent meeting, the representatives of political parties informed the CEO that BLOs had not yet delivered the enumeration forms in some areas. Taking cognizance of these complaints, he directed DEOs to monitor the distribution of enumeration forms closely and ensure that voters receive them promptly.
The chief electoral officer directed all DEOs to ensure that BLOs assist voters in their booths in filling enumeration forms. The completed enumeration forms should be collected as soon as possible and digitised through the BLO app, he added.
The DEOs, whose districts recorded slow progress in digitisation, were warned and directed to launch special campaigns to collect and digitise counting sheets.
The work should be completed within the stipulated time frame under any circumstances, he said, adding that all district election officers should review BLO-wise digitisation of counting sheets daily.
Videos on filling out counting forms should be made and released through the media and social media to raise voter awareness, he said. Voter help desks should be established in all offices of the district election officer, the election registration officer, municipal corporations, municipal councils, Nagar Panchayat offices and development blocks....
