New Delhi, July 26 -- On the eve of the deadline for the special intensive revision (SIR) of poll rolls in Bihar, the Election Commission of India (ECI) on Friday said that around 6.5 million electors in the state will not be included in the draft electoral roll due to reasons ranging from death, duplication to permanent migration. The commission, in a press note, said that since the SIR process began on June 24, booth level officers (BLOs) and booth level agents (BLAs) have reported 2.2 million deceased electors, 700,000 duplicate registrations, and 3.5 million electors who have permanently migrated or could not be traced. Enumeration forms from about 120,000 electors are yet to be received. Despite these exclusions, ECI said it has received and digitised the forms of 72.3 million electors in Bihar - accounting for 99.8% of the state's total electorate. These names will be included in the draft electoral roll, scheduled to be published on August 1. The remaining forms and BLO reports will be processed before the publishing date, the commission said. HT has learnt that despite the July 26 deadline, EC will continue to take enumeration forms from the voters. ECI said the publication of the draft electoral roll will mark the start of the next phase of the SIR.
