Nod to promulgation of district mineral foundation trust rules
LUCKNOW, Sept. 27 -- The cabinet on Friday gave approval to the state government's proposal for the promulgation of Uttar Pradesh District Mineral Foundation Trust (Third Amendment) Rules, 2025.
"In accordance with the Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) revised guidelines- January 2024 received from the ministry of mines, the UP District Mineral Foundation Trust (Third Amendment) Rules, 2025, are being promulgated," said parliamentary affairs minister Suresh Kumar Khanna. The rules will benefit individuals in areas affected by mining operations.
At least 70% of district mineral foundation (DMF) funds will be spent solely on drinking water supply, environmental protection, health care, education, skill development, etc, in directly affected areas. Up to 30% of the funds can be used for physical infrastructure, irrigation, alternative energy sources, etc, he said.
The promulgation of the revised rules will not impose any financial burden on the state government while the DMF monitoring system will be strengthened.
A state-level monitoring committee will be formed under the chairmanship of the chief secretary to monitor works under the DMF under the PMKKKY, he added.
The state cabinet approved an amendment to the rules for appointments of dependents of government servants who die while in service. Minister for finance Suresh Khanna said the amended rule provides for not making an appointment of the dependent in a category higher than that of the government servant who died while in service. The appointments would be made only in the C and D categories and not be applicable to posts filled by the UPPSC.
The state cabinet approved a proposal to provide Rs 3000 crore for integrated development of the development authorities of Lucknow, Ayodhya, Rampur and Baghpat-Badot-Khekra under the Mukhyamantri Shahari Vistarikaran/Naye Shahar Protsahan Yojana in 2025-2026.
