Lucknow, July 6 -- The state government has effectively implemented the adjustment of teachers in government schools of the state under the Right to Free and Compulsory Education Act (RTE, 2009), a spokesperson said. The objective is that no school should remain with single teachers and every student should have access to the necessary teacher support, the spokesperson added. For this, not only regular teachers have been deployed, but also Shiksha Mitras and instructors have also been activated in supporting work. Under Section 25 of RTE, it has been ensured that at least one teacher or assistant is available in every school, according to a Basic Education Department official. In schools where the number of teachers is limited, Shiksha Mitras and instructors have been deployed in educational and supporting roles, the press release read. According to the department, two phases of adjustment have been completed. In the first phase, 16,646 teachers have benefited from inter-district and intra-district mutual transfer. In the second phase, 543 teachers have been adjusted in aspirational districts. A total of 20,182 teachers have benefited from intra-district online application. Now, the adjustment of the remaining surplus teachers will be done by the committee constituted under the chairmanship of the district magistrate, so that the student-teacher ratio can be ensured as per RTE standards. Schools with low student numbers have been linked to the school pairing model. According to director general, Education, Kanchan Verma, Bal Vatika is being run in these schools. "Where the number of students is less and teachers are surplus, they are being sent to schools with teacher shortage. This is ensuring equitable distribution of teaching resources and minimum teacher availability as per the RTE norms," she said. The department has also issued guidelines to avoid confusion during the adjustment process. For example, in schools with fewer than 50 enrolled students where one teacher has been transferred, most such institutions are now operating under the pairing model. In these cases, the remaining teacher continues to engage in educational cooperation as usual. Shiksha Mitras are also included in the teacher count, due to which the school does not become single. According to the department, in about 95% of the cases, this situation is completely clear and in accordance with RTE. Similarly, the department has also presented a practical solution to inequality of subject teachers in junior high school (class 6-8). For example, if a school already has two teachers-one for Maths and one for Hindi-and a third teacher for Maths is being posted again, then that too will be allowed. The department says that one teacher can teach Maths, the other Science. In schools with fewer than 100 students where the principal has been declared surplus, a new issue has emerged: only a Shiksha Mitra remains after the principal's removal. To address this, it has been clarified that principals will not be relieved until an assistant teacher is posted to the school or it is paired with another.
