New secy in offing as incumbent goes into cooling-off period
LUCKNOW, Aug. 7 -- The Uttar Pradesh Cricket Association (UPCA) will get a new secretary when its annual general meeting takes place in Kanpur next month. The present secretary, Arvind Srivastava, has already completed a six-year tenure in office after serving three years as treasurer in the past.
Now, Srivastava, who hails from Unnao, will undergo a cooling-off period over the next three years, as per the recommendations of the Supreme Court-appointed Justice RM Lodha Committee. The panel had recommended reforms in the Board of Control for Cricket in India, and by extension, the UPCA too.
After the cooling-off period, Srivastava can make a comeback for his last tenure of three years.
"Yes, I have completed a six-year stint, including three years as treasurer, and now I will go into a cooling-off period for the next three years," said Arvind Srivastava on Wednesday, adding,
"The UPCA AGM will be organised some time in September, before the BCCI's AGM."
Besides getting a new secretary, elections for the other key four posts, including president, vice-president, joint secretary and treasurer, will be held, but all four existing office-bearers are set to be re-elected unopposed as they still have time as per their tenures. President Nidhipati Singhania has almost three years time to complete his tenure, and almost same is the case of vice-president and former Test off-spinner Gopal Sharma, joint secretary Riyasat Ali and treasurer Prem Manohar Gupta.
"Since this is an election year, everybody has to seek an extension as we all know UPCA has the tradition of selection and not the election," a UPCA insider said on conditions of anonymity on Wednesday.
He also said that Prem Manohar Gupta has all chances to be elected as the new secretary of state cricket body as he has a proven track record of an 'efficient worker'. "Undoubtedly, Gupta has a good reputation to be named as new secretary, but we all know that whoever is good in the eyes of our own Rajeev Shukla Ji, he will be elected as secretary," he added.
He also said that former secretary, Yudhveer Singh, holds an outside chance of becoming secretary again as he has already completed his three year cooling-off period after serving the organisation for six years.
"Meerut's Singh has a perfect chance to become secretary again as he has the good knowledge of serving the organisation and recently he was the manager of Team India, which levelled the five-match Test series with England in England."
The other man in the race could be UPTwenty20 League's governing council chief, and former director general of police, DS Chauhan. "Chauhan seems to be the best candidate for the post of secretary as he has got the best management skills of handling affairs of cricket and he too has a proven track record by successfully conducting the two editions of the UPTwenty20 League," he added.
He also confirmed that the name of the new secretary of the UPCA is expected to be 'finalised' during the third edition of the UPTwenty20 League, beginning August 17, at the Atal Bihari Vajpayee Ekana Cricket Stadium here. "Everyone from the UPCA, including BCCI's vice-president and UPCA's life member Rajeev Shukla will be here during the opening and closing of the event and this would be the best occasion to pick the successor of Arvind Srivastava," he said.
However, a senior official in the UPCA said that there is no 'hulchul' so far about the upcoming elections of the cricketing body, but things are moving quickly but silently too....
