New Delhi, Sept. 26 -- The ruling National Conference and the Congress can mop up to three Rajya Sabha seats from Jammu & Kashmir in the upcoming biennial election on October 24. The BJP, with 29 MLAs, has a chance to win one seat-either by bagging extra votes from other Opposition parties or through second-preference votes. It would take the NDA's tally to 133 in the Rajya Sabha, while the Opposition numbers will rise to 80. In the lone by-poll in Punjab, AAP-currently a fence sitter in the Rajya Sabha-is set to gain one seat. The J&K assembly currently has 88 MLAs. The ruling NC-Congress coalition has 52 MLAs....
