LUCKNOW, Oct. 14 -- It has been more than a month now since chief minister Yogi Adityanath asked the UP higher education department to verify whether courses being offered by private universities and colleges in the state are approved or not. However, as far as Lucknow division is concerned, district magistrates of only two out of five districts have submitted their report in this regard to the divisional commissioner office so far. These two districts are Lakhimpur Kheri and Rae Bareli. The district administration of the remaining three-Lucknow, Hardoi and Sitapur-have sought extra time to complete the task. On September 8, the principal secretary, higher education, UP formed a three-member inquiry committee under respective DMs in every district. The Lakhimpur Kheri DM said regarding admissions in all non-government aided colleges/private degree colleges of higher education in the district, inspection reports were received for a total of 70 institutions which revealed adverse findings in one of the self-financed colleges/higher education institutions. Takshashila Public College, Bachgaon Pasgawa Kheri, admitted more students in B.Sc. (Bio Group) than the university-restricted seats. Apart from the above, no adverse findings were found in any of the remaining non-government aided colleges and higher education institutions in the district . All institutions were found to be admitting students and providing instruction in accordance with the affiliated faculties/classes/subjects. During the inspection, records of the institution's affiliation etc were obtained from the institution manager and principal along with a signed affidavit. The three-member inquiry committee constituted under the Rae Bareli DM in their investigation of a total 107 institutions found no contrary facts. Last month, the state government decided to regulate private universities in Uttar Pradesh that have been accused of running courses arbitrarily which often either do not have recognition or approval from All India Council for Technical Education (AICTE), University Grants Commission (UGC), Bar Council of India (BCI) and National Council for Teacher Education (NCTE). During their week-long agitation in September, Akhil Bharatiya Vidyarthi Parishad (ABVP) workers alleged that Shri Ramswaroop Memorial University (SRMU) located on Lucknow-Deva Road, Barabanki, was admitting students in various law courses which were not approved by the BCI.
