Mohua rolls out citizen-focused framework for swachh survey
New Delhi, Dec. 21 -- The ministry of housing and urban affairs (MoHUA) on Saturday launched the 10th edition of the Swachh Survekshan urban cleanliness survey, rolling out a revised assessment framework that placed greater emphasis on citizen participation and expanding the scope of evaluation.
Unveiled in Bhopal by MoHUA minister Manohar Lal Khattar, Swachh Survekshan 2025-26 introduces several changes over the previous edition, signalling a shift towards continuous public engagement and more granular monitoring of urban sanitation outcomes.
Unlike earlier editions where public participation was largely event-based, residents will now be able to provide inputs throughout the year using multiple digital channels, including mobile applications, web portals and QR codes, displayed at public locations. Residents' experiences have also been given a stronger influence on city rankings.
For the first time, all river towns will be assessed under a dedicated framework, while coastal cities will be evaluated using a separate coastal cleanliness matrix....
