Man who alleged custodial assault booked for derogatory remarks against IPS officer
Dehradun, April 10 -- A man from Tehri Garhwal, who alleged custodial assault by police in May last year, has been booked for allegedly using derogatory words against inspector general of police (IG) Garhwal Rajeev Swaroop.
The FIR against Keshav Thalwal was registered under several sections of the IT Act, the Bharatiya Nyaya Sanhita at Kotwali police station in Dehradun on April 8 on the complaint of Chhukuwala resident Sagar Sonkar.
Sonkar in the complaint said, "On April 7, a person named Keshav Thalwal posted a highly objectionable, derogatory, and inflammatory comment on his social media (Facebook) account and page "Jago Uttarakhand" regarding Rajeev Swaroop, a senior officer of the Uttarakhand Police, and currently working as IG Garhwal." The complainant said that Thalwal used derogatory remarks to challenge the senior police officer to make the investigation into the alleged custodial assault public. "This statement not only harms the reputation of the police officer concerned, but also attempts to tarnish the image of the police department. This act is likely to incite public unrest," Sonkar added.
The Uttarakhand Police had launched a probe into the allegations levelled by Thalwal against police officials in Tehri Garhwal last year in May, but gave them a clean chit.
Swaroop said, "The probe into the allegations levelled by Thalwal against police officials was conducted in a transparent manner and even outside the concerned district. The allegations were not found to be true." Thalwal had alleged that he was picked up by policemen on May 9 and taken to a police chowki, where he was beaten with a belt and sticks, stripped, forced to lick boots, and even made to drink my own urine.
With regard to his allegations, Thalwal had said, "On May 9, I was walking on Mussoorie road for leisure. Two men suddenly came from behind in a Swift car and started forcing me inside. I shouted and asked who they were... When I resisted, they hit me again...They forced me to drink that urine. Later, sub inspector Babu Khan kicked me repeatedly. Inspector Dharmendra ordered me to lick everyone's boots, and I was made to do so..." "Keshav Thalwal is making false and fabricated allegations to tarnish the image of the Lambgaon police," police said....
