Leh team to hold talks with MHA on Oct 22
Srinagar, Oct. 20 -- An eight-member delegation of the Union Territory of Ladakh including representatives of Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) fighting for the region's statehood will hold talks with home ministry officials in New Delhi on October 22, the LAB said on Sunday.
The development comes after the central government on Friday announced a judicial probe by a retired Supreme Court judge into the killings of the four persons in Leh on September 24 during violent protests.
LAB co-chairperson Chering Dorjey said that a representative from the home ministry in Delhi visited Ladakh on Saturday following which the date for talks between LAB, KDA and New Delhi representatives was finalized. He said they have formed an 8-member sub committee of LAB and KDA for the talks.
"We have agreed to the talks after the centre announced a judicial probe into the September 24 killings which was our main demand. If there is some positive development in the upcoming talks, the next round of discussions will be with the High-Powered Committee led by Nityanand Rai," said Dorjay.
The delegation which will go for the talks will comprise chairman LAB Thupstan Chhewang, Chering Dorjay Lakrook and Ashraf Barch along with lawyer Haji Mustafa from Leh while representatives from KDA will be Asgar Ali Karbalai, Sajjad Kargili and Qamar Ali Akhoon while Kargil MP Haji Hanifa will participate in the upcoming talks.
"There will be a brief gap between the two meetings to allow us to consult with the people of Ladakh," Dorjay said.
Widespread violent protests occurred in Leh on September 24 during a shutdown called by LAB to advance talks with the Centre on the demands for statehood and extension of the Sixth Schedule to Ladakh.
Four people were killed and scores of others were injured in the clashes between protesters and security personnel, while over 50 people were taken into custody for their alleged involvement in rioting. Activist Sonam Wangchuk, the main face of the agitation, was also detained under the stringent NSA, which empowers the Centre and states to detain individuals to prevent them from acting in a manner "prejudicial to the defence of India".
The maximum detention period is 12 months, though it can be revoked earlier.
According to government sources, talks were offered on July 20, but there was no response.
