Integrated HQs to be set up across all 18 UP divs
Lucknow, Oct. 15 -- Integrated divisional headquarters will be set up across all the 18 divisions of Uttar Pradesh, in which divisional level officers of approximately 40 departments will sit under one roof for better and speedy coordination.
The UP housing and urban planning department has been entrusted with the responsibility of integrating offices at the divisional level. The construction of the integrated divisional office will be undertaken by the relevant development authority.
Currently, divisional offices located in different divisions operate at different locations, resulting in inadequate coordination. Divisional offices face a disparity in space requirements and availability, as well as a lack of modern technological facilities.
Most offices operate in rented buildings or are in dilapidated condition, impacting the office environment. The divisional commissioner faces a lot of difficulties in supervising the work of officials from various divisional departments. In light of this, the construction of an integrated divisional office at the divisional level has been envisaged.
Under this, various government offices located at the divisional level will be relocated and able to function within a single campus.
As a pilot project, an integrated office complex at the divisional level has been envisaged initially in Gorakhpur and Varanasi divisions. The development authority will prepare a DPR for construction, including construction and maintenance for 10 years.
Lucknow and other divisions will follow, an official said. The divisional commissioners of both the divisions made a presentation to chief minister Yogi Adityanath in this regard a few months ago.
Briefing the CM the Gorakhpur commissioner said the integrated divisional office in Gorakhpur was proposed to be set up on 3.2 acres of land with nine floors including the basement and will house 61 offices. He said each floor will have a meeting hall and an auditorium of capacity of 300 people, a library, a canteen, LED screen etc.
In his presentation, the Varanasi commissioner said that an 18-storey integrated office in Varanasi was proposed to be set up on 6.44 acres of land and will have all necessary facilities. He said the project was expected to incur an expenditure of Rs 250 crore.
"For instance, there is one joint director of education who monitors the work of 5-6 district inspectors of schools in a division. Likewise to supervise the work of 5 to 6 Basic Shiksha Adhikari there is one additional basic shiksha officer who is considered as divisional level officer. In Panchayati Raj too and many other departments there are divisional level officers. There are 40 such departments whose divisional rank officers will soon sit under one roof once a swanky divisional commissionerate office comes up in all 18 divisions," said an officer who is aware about the project.
Taking note of the difficulties being faced by divisional commissioners during monitoring of important projects and schemes, the state government took a decision to establish integrated headquarters at the divisional level where key officials from various departments will be housed together.
Divisional commissioners along with district magistrates and vice-chairmen of the 18 development authorities will submit a detailed proposal before the housing department....
