HC summons specialsecretary-level officer
LUCKNOW, May 9 -- The Lucknow bench of the Allahabad high court has raised questions over the non-disclosure of information regarding the recruitment process for 382 X-ray technicians in the Uttar Pradesh health department. The court also expressed displeasure over the manner in which the Uttar Pradesh X-ray Technician Service Rules, 2024, were framed for the recruitment process.
The court stated that Dr Sunil Kumar Verma, joint director of the medical health department, who appeared, had no knowledge of the rule-making process.
The court exempted the joint director from further personal appearance and summoned the responsible officer, at the level of special secretary, from the department of personnel, with the complete records on May 13.
A single bench of Justice Karunesh Singh Pawar passed the order while hearing a petition filed by Diwakar Singh challenging the validity of the 2024 rules.
During the hearing on May 6, the state counsel informed the court that the decision regarding the rules was taken on May 10, 2020, in compliance with an order passed in a 2018 petition. However, the court observed that it wanted to examine the entire rule-making process.
The court noted that neither the government's standing counsel nor the officials present could provide evidence from the record as to what was the procedure followed by the department in drafting the rules.
The court directed that the matter be listed among the top ten cases on May 13. The court will also hear the issue of maintainability of the petition on the next date....
