Jodhpur, Sept. 26 -- The Rajasthan High Court has directed the state government to prepare and implement a plan for building adequate chambers for lawyers across all court complexes in the state by May 30, 2026, a lawyer familiar with the case said on Thursday. A division bench of justices Pushpendra Singh Bhati and Dinesh Mehta observed, "It is undisputed that advocates form an inseparable part of the justice delivery system and are indispensable to the constitutional promise of justice. The constitutional vision, reflected in Article 21, the right to life and personal liberty and Article 39A, mandating equal justice and free legal aid cannot be realized unless advocates are enabled to discharge their duties effectively and with dignity." The court rejected the state's proposal to convert existing lawyers' halls into chambers. It said, "This does not appear to be a viable or desirable solution. This is for the reason that the two serve altogether different functions: while Lawyers' Halls exist as collective spaces for deliberations, meetings, and academic or professional engagements of the Bar, Advocates' Chambers are intended to provide individual professional sanctuaries where counsel may prepare cases, consult clients, and discharge their duties as officers of the Court....
