Dehradun, Oct. 12 -- Uttarakhand high court justice Alok Kumar Verma has recused himself from hearing a case related to Uttarakhand cadre IFS officer Sanjiv Chaturvedi. The judge recused from hearing a contempt case filed by Chaturvedi against Central Administrative Tribunal (CAT) members and registry, for wilful disobedience of its stay order. The order passed by Justice Alok Kumar Verma on Thursday, states, "List before another Bench". The order does not mention any reason for the recusal. Chaturvedi, a 2002 batch IFS officer, is presently posted as chief conservator of forests (CCF) in Uttarakhand. He is the fourth judge of the Uttarakhand high court to recuse from hearing his cases. On September 26, justice Ravindra Maithani, had also recused from hearing a case of Chaturvedi, ordering that, "List before another Bench of which I (Ravindra Maithani, J.) am not the member". Earlier justice Rakesh Thapliyal had recused from hearing Chaturvedi's case related to his appraisal report in May 2023, while justice Manoj Tiwari in his central deputation case in February 2024. Overall, so far 16 judges have recused themselves from hearing IFS Sanjiv Chaturvedi's cases, including two Supreme Court judges - justice Ranjan Gogoi and justice UU Lalit, four high court judges, two lower court judges and eight CAT (Central Administrative Tribunal) judges, including the chairman of CAT. This is the sixth judicial recusal this year in Chaturvedi's cases, with two CAT judges- Harvinder Oberai and B Anand, recusing in February 2025 and additional chief judicial magistrate Nainital Neha Kushwaha recusing in April 2025. In February 2024, justice Manoj Tiwari of Uttarakhand high court, had recused himself from hearing his case while hearing a matter related to his deputation to the Central government. In May 2023, justice Rakesh Thapliyal of Uttarakhand high court had recused himself from hearing the case of Chaturvedi, without mentioning any reason. In February 2025, a Division Bench of CAT consisting of Harvinder Oberai and B Anand had recused themselves, by directing the Registry not to list cases of Chaturvedi before them in future. The Bench was hearing a case related to downgrading of an appraisal report of Chaturvedi, when he was Chief Vigilance Officer, AIIMS, Delhi. In April 2018, a Shimla court judge had recused himself from hearing a defamation case filed by Vineet Chowdhary, the then chief secretary of Himachal Pradesh against Chaturvedi.
