First state SSC exam held after row over paper leak
Dehradun, Nov. 17 -- The Uttarakhand Subordinate Service Selection Commission (UKSSSC) conducted an examination on Sunday with heightened security and additional measures to ensure integrity for the first time since the paper leak allegations in its graduate-level exam held on September 21.
The exam for 45 posts of Cooperative Inspector Grade-II / Assistant Development Officer (Cooperative) was held in Dehradun and Haldwani from 11 am to 1 pm. Around 6,500 candidates appeared in the exam.
The enhanced measures included a security audit of exam centres a day prior, a mock drill of signal jammers, extended jammer coverage including washrooms, strict frisking, biometric verification at entry gates, a restricted 30-minute washroom-use window for candidates, and deployment of security personnel at the centres a day before the exam.
UKSSSC chairman GS Martolia said that the commission implemented its most stringent protocols to date in the Sunday's exam.
"We conducted a full security audit and sanitisation of all centres and carried out a mock drill of jammers to ensure 100% functionality. Security personnel, including school staff, Home Guards and police, were deployed overnight. This time, biometric verification was done at the gate instead of inside classrooms, and frisking was strengthened... even shoes had to be removed if required. Jammers were activated by 10.30am, including in washrooms. No mobile phones were allowed for teachers or staff, and even water provided by Class 4 staff to examinees inside classrooms was barred," he said.
He added: "Candidates were not allowed to use washrooms before 12 pm, and between 12pm and 12.30pm, movement was allowed only with frisking before and after using the washrooms, escorted by staff. Sector magistrates, administrative officials and police officials were monitoring the centres throughout."
Martolia said the exam for 45 posts of Cooperative Inspector and ADO (Cooperative) was conducted in Dehradun and Haldwani, with 8,000 candidates downloading admits and around 6,500 appearing.
"Everyone worked hard. The exam remained completely peaceful, and we did not receive a single complaint. These SOPs will now be followed in all upcoming examinations," he said.
In a board meeting, the UKSSSC on September 30 decided to plug all possible loopholes to maintain the integrity of all future exams.
On October 11, the UKSSSC had cancelled its graduate-level exam held on September 21 over paper leak allegations and said re-examination will be conducted within three months.
According to officials, the decision was taken in the UKSSSC board meeting, taking into consideration "interests of government job aspirants", interim report of the single member inquiry commission headed by retired Uttarakhand high court judge justice UC Dhyani, and rulings of the Supreme Court and high court.
The Bharatiya Janata Party (BJP) led state government had earlier ordered a Central Bureau of Investigation (CBI) probe into the matter.
The developments came after Uttarakhand Berozgar Sangh alleged that the question paper of the graduate-level examination went viral on social media around half an hour after the test began at 11 am on September 21. However, the UKSSSC stated that it was a case of individual cheating and not a systemic leak. According to the commission, three pages of the question paper were shared by a candidate from an examination centre in Haridwar with an outsider, but the overall integrity of the exam remained intact.The paper leak allegations led to protests across the state.
Police investigating the case arrested the accused candidate, Khalid, and his sister, Sabia, in connection with the cheating. Officials said Khalid appeared for the exam at a centre in Bahadurpur Jat, Haridwar, where he used a mobile phone to photograph and send three pages of the question paper to his sister. Sabia then forwarded the images to Suman, an assistant professor in Tehri Garhwal, who solved the questions and sent the answers back to Khalid....
