New Delhi, Feb. 20 -- The Delhi high court on Wednesday pulled up the Indian Railways for selling tickets well beyond the capacity of train coaches, and said the February 15 stampede at New Delhi railway station, in which at least 18 people lost their lives, while "unfortunate" was one which could have been avoided had the rules been followed....
