Dehradun, Aug. 19 -- The monsoon session of the Uttarakhand assembly, beginning Tuesday at the summer capital Gairsain in Chamoli district, is set to be a stormy affair with the Congress preparing to corner the Bharatiya Janata Party (BJP) government over alleged failures in disaster management and the recent panchayat elections. The opposition party is likely to seek a discussion on the Dharali tragedy, pointing to the government's "failure" in handling the situation, with dozens still missing since the August 5 flash floods, according to the party leaders. Accusing the ruling BJP of misusing the state machinery during the panchayat polls, the Congress alleged that the elections were marred by violence, kidnapping and irregularities and should be discussed in the assembly. State Congress vice-president Suryakant Dhasmana said, "We will highlight the failure of disaster management in the state in general, and in Dharali and Harsil in particular, which witnessed devastation due to flash floods. We will also raise the collapse of law and order, irregularities in the panchayat polls and the role of the state election commissioner." He added that Congress will also flag rising crimes against women, claiming Uttarakhand tops the hill states in such cases. The party will oppose the government's decision to shut down 1,488 primary to secondary schools under its "cluster school" plan as well. A potential flashpoint during the session will be the Uttarakhand Minority Educational Institutions Bill, 2025, which seeks to abolish the madrasa board, grant minority status to non-Muslim institutions and regulate them. The Cabinet, chaired by chief minister Pushkar Singh Dhami, approved the tabling of the bill on Sunday. BJP state media in-charge Manveer Singh Chauhan said they expect the opposition to cooperate in the smooth conduct of the House.
