Bikaner, Aug. 19 -- The Congress party on Monday staged a massive protest in Bikaner, demanding fair supply of irrigation water from the Pong Dam. The protesters first sat on a dharna at the Collectorate and later marched to the divisional commissioner's office, where they submitted a memorandum pressing for uninterrupted irrigation. Former energy minister Bhanwar Singh Bhati, who led the agitation, called it a deliberate conspiracy. Addressing the protesters Bhati said, "When 100 thousand cusecs of water was being released towards Pakistan, how can Rajasthan's farmers be denied? This is injustice, and if the government does not intervene, we will escalate the agitation" Farmers present at the event alleged that despite the Pong Dam receiving heavy inflows of nearly 100 thousand cusecs and 13,795 cusecs of water being released from Harike Barrage into the Rajasthan Canal, irrigation was being rationed in only three turns instead of the standard four. They claimed this was not only unfair but also damaging crops at a critical stage. Farmers argued that the present discharge is enough to run two groups simultaneously and pointed to decades of irrigation records that allowed four-group rotations even with lesser supply. Congress rural president Bishanaram Siyag termed the situation a "mockery of farmers' rights." "The government must identify who prepared this plan and under whose instructions. Farmers will not remain silent this time," he warned. Divisional commissioner Vishram Meena summoned irrigation officials on Sunday, following which authorities said the Bhakra Beas Management Board's technical committee would review the matter in its meeting....
