New Delhi, Oct. 5 -- Congress president Mallikarjun Kharge has appointed former chief ministers Ashok Gehlot and Bhupesh Baghel and former Lok Sabha floor leader of the Congress, Adhir Ranjan Chowdhury as senior observers in poll-bound Bihar, for better election management in the key Hindi-belt state.
