Dehradun, Oct. 14 -- Uttarakhand Cabinet, chaired by Chief Minister Pushkar Singh Dhami, on Monday approved several key decisions, including amendments to marriage registration under the Uniform Civil Code (UCC), changes to service rules for women and child development staff, and new provisions for state public sector undertakings. Briefing reporters after the meeting, Home Secretary Shailesh Bagauli said the Cabinet approved amendments to the marriage registration process under the UCC, making it easier for people from Nepal, Bhutan, and Tibetan origin to register marriages in Uttarakhand. "Marriages with citizens of Nepal and Bhutan also take place in the state. Hence, in addition to Aadhaar, Nepali and Bhutanese citizenship certificates will now be accepted. For stays exceeding 182 days, a certificate from the respective missions in India will be required. For persons of Tibetan origin, a valid registration certificate from the Foreigners Registration Officer will be accepted," Bagauli said. Last month Shailesh Bagauli had also reviewed the implementation of the Uniform Civil Code (UCC) across the state in a video conference with all District Magistrates, directing them to intensify awareness drives and ensure compulsory marriage registration under the new law. He had instructed officials to work in a "planned manner" to achieve full marriage registration within the next three months. Uttarakhand government in January this year had rolled out the implementation of Uniform Civil Code (UCC) Act in the state, with the state government issuing a notification for its implementation and launching the UCC portal and releasing the UCC rules , making the Himalayan state the first state in the country after Independence to implement UCC. He said the Cabinet approved amendments to the Uttarakhand Women and Child Development Subordinate Supervisor Service Rules, 2021. "Earlier, 50% of supervisor posts were filled through direct recruitment, 40% through promotion of Anganwadi workers, and 10% from Mini Anganwadi workers. As all Mini Anganwadi Centres are now being upgraded to full Anganwadi Centres, the 10% quota has been merged, increasing the promotion quota for Anganwadi workers from 40% to 50%", he said The Cabinet also approved partial amendments to provisions for the freeze zone in Raipur, Dehradun, where the new Assembly complex is proposed. The revised policy will now allow the construction of small houses and shops (low-density) in the designated area. The Housing Development Department will set the construction standards, he said. Amendments were also approved to the service rules for health workers and health supervisors under the Medical Health and Medical Education Department. Employees will now be eligible for a one-time transfer after five years of satisfactory service. Transfers from hill to hill and plains to hill districts will also be allowed if vacancies exist, with the department framing specific guidelines. The Cabinet also authorised the Chief Minister to fix the date for a special session of the fifth Uttarakhand Legislative Assembly to mark the silver jubilee of the state's formation in November this year. In another key decision, state public sector undertakings (PSUs) will now be required to deposit 15% of their profit after tax with the state government, he said.
