Dehradun, June 21 -- Uttarakhand government has constituted a committee to prepare standard operative procedure (SOP) for operation of helicopters in the state after five accidents involving choppers were reported in six weeks on the Char Dham route. Two of them were fatal and took the lives of 13 people. The committee, chaired by home secretary Shailesh Bagauli, will submit its recommendations to the state government by August 15 to prevent chopper accidents in the future. Other members of the committee are secretary (civil aviation), secretary (disaster management), an official nominated by director general, DGCA, chief executive officer Uttarakhand Civil Aviation Development Authority (UCADA) (member secretary), an official nominated by Aircraft Accident Investigation Bureau (AAIB), an official nominated by India Meteorological Department (IMD), executive director, Airspace Management, Government of India, executive Director, Air Traffic Management, Government of India, and one member each from among operators/pilots nominated by DGCA and UCADA. Bagauli said the committee will analyse the causes of helicopter accidents and prepare a comprehensive report outlining the necessary measures to prevent such incidents in the future. It will also provide recommendations regarding manpower, equipment, and administrative reforms for UCADA and review existing SOP formulated by UCADA and suggest amendments as per current requirements. It will also give suggestions to strengthen the weather information and communication system. The committee will recommend measures to further enhance the existing air traffic management system in the state. It can also give other suggestions which it may deem appropriate. The panel can also invite any expert, as necessary, for discussion. On June 15, a chopper carrying pilgrims from Kedarnath crashed near Gaurikund, killing all seven people aboard, including a two-year-old girl. The civil aviation ministry said preliminary findings suggest "controlled flight into terrain," with the helicopter airborne despite poor visibility. Operations for Aryan Aviation have been suspended immediately. The ministry said the exact cause of the crash will be determined after an investigation by the AAIB.
