LUCKNOW, Oct. 27 -- BJP Sarojininagar MLA Rajeshwar Singh has submitted a detailed policy proposal to chief minister Yogi Adityanath to implement an AI-enabled humane monitoring system and a modern regulatory framework for all slaughterhouses across Uttar Pradesh. Singh underlined that artificial intelligence can revolutionise animal-welfare enforcement and real-time prevention of cruelty. AI-enabled cameras can automatically analyse live video feeds to detect pregnant or juvenile animals, identify violations of stunning protocols or overcrowding, and send instant alerts to veterinary and enforcement officers. Major policy recommendations include mandatory CCTV & AI monitoring, real-time video surveillance with AI analysis and 30-day data retention. Strict ban on slaughtering of pregnant or young animals and immediate suspension of licences for violation of Rule 6(4) of the Slaughterhouse Rules, 2001, have also been recommended. Besides, inclusion of humane handling, veterinary fitness certification, rest period, and no-slaughter-in-sight norms in the UP Humane Slaughter Protocol 2025 have been recommended. Recommendations for a public portal for licences, inspection reports and citizen complaints, integration with FSSAI & municipal systems besides renewal of licences only for units with verified humane compliance have also been made. Mandatory "humane handling certificate" for all operators and workers has been recommended. Formation of an inter-departmental task force on slaughterhouse reform (2025-27), issuing a GO within 90 days mandating AI-CCTV integration and appointment of a nodal officer for supervision have also been recommended....
