Biometric attendance of sports trainees, coaches in state a must now
LUCKNOW, May 31 -- It's official that from Monday onwards, regular biometric attendance of sports trainees and their coaches across Uttar Pradesh will be mandatory and any laxity on the part of the coaches, especially those on the ad hoc basis, will reflect in their monthly remuneration.
Uttar Pradesh's joint director (sports), RN Singh in his Tuesday's letter to all the regional sports officers and others, states that the effort is to ensure the attendance of departmental and ad hoc coaches every day through this biometric on a regular basis. "All the regional sports officers and others are being instructed to ensure the biometric attendance of all ad hoc and departmental coaches on regular basis and the details should be sent to the sports directorate twice in a day, first by 11 a.m., and the second one by 5.00 p.m.," the order states.
The RSO and other officials, who are working independently in many districts, have also been advised to get the biometric machine installed or corrected within three days as the process will start from Monday onwards.
UP's director sports RP Singh said such a policy was very much required as there were complaints of coaches not imparting training to the wards at many places across the state and this system will ensure a proper system of regular attendance of coaches as well as trainees.
"This system will help us monitor our coaching system across the state as at many places coaches skip regular training sessions of kids and get remunerations without even imparting training to the sportspersons," said Singh on Friday.
"This will also help us keep a count of trainees across Uttar Pradesh in 71 districts where government sports infrastructure exists. The rule is also mandatory for the coaches working under the Khelo India scheme as well as 10 former internationals, who are working at many centres in the state," he added.
Currently, there are 360 coaches, managing training and coaching in 312 disciplines along with 72 Khelo India coaches. However, the order has upset many ad hoc coaches, who are getting salaries for imparting training to young sportspersons without having a certain number of athletes under them.
"A camp is sanctioned for a coach only if he has a certain number of trainees in those disciplines. Many have done bogus registrations of athletes and are getting remuneration, and the biometric attendance system will break this bogus claim," said an ad hoc coach on condition of anonymity. He also said if this biometric policy has been mandatory for coaches and trainees, this should also be applicable to those who come to the stadium for free walking and training daily. "You can see hordes of people turning the stadiums into a jogging park daily that too without paying a single rupee for this. They should also be charged a fee."...
