Agnihotri added that The Bengal Files is part of a trilogy he had announced in 2012, based on India's democracy: "Bengal mein jo hua baccha baccha jaanta hai, total lawlessness hai." The filmmaker also addressed actor Saswata Chatterjee's remarks about the film's title change from Delhi Files to The Bengal Files. "There are a lot of Bengali actors in the film. They had told me, 'Don't expect we will promote the film a lot.' A popular actor even told me, 'Kisi tarah Bollywood mein yeh film chal jaaye, main yahaan se nikal ke Bollywood aa jaaun.' Saswata is one of the greatest actors for me. He will get a National Award for this film, I promise you. He has no issues. Possible hi nahin tha bina tablereads ke ya bina script padhe shoot karna. Saswata mere ghar bhi aaya tha. He's a method actor, do you think woh phone pe sunke boldega, 'Haan film kar lete hain'? Bengal mein jeene ke liye strategy adopt karni padti hai," hesaid....
