PRAYAGRAJ, Dec. 19 -- The Allahabad high court has held that change of name of a man is part of right to expression guaranteed under Article 19 (1) (a) of the Constitution of India. Allowing a writ petition filed by one Kabir Jaiswal, Justice Pankaj Bhatia observed, "The right to freedom of expression guaranteed under Article 19 (1) (a) of the Constitution, in the present case freedom of expression through the change of name, cannot be denied to petitioner and he is entitled to change his name"....
