800 booked in 2 FIRs after violence: Police
Dehradun, Dec. 30 -- Over 800 people, including 21 identified, were booked in two separate FIRs for allegedly indulging in violence and stone pelting at police personnel as residents protested against official possession of forest land in and around residential settlements in Rishikesh on Sunday, following a Supreme Court order for removal of encroachments, a police official said.
The protesters blocked the national highway and railway track, disrupting both road traffic and train movement, police said.
According to the first FIR lodged by inspector Kailash Chandra Bhatt, the action was undertaken in compliance with directions of the Supreme Court for removal of encroachments from forest land. The divisional forest officer of Dehradun forest division had sought police deployment to carry out the drive.
The FIR stated that around 11.30 am on Sunday, a large crowd gathered at the site and began opposing the removal of encroachments. Senior administrative, forest and police officials present on the spot made repeated attempts to persuade the protesters, informing them about the Supreme Court order. However, the FIR alleged that those leading the crowd -- identified as Sita Ram Rankoti, Lalmani Raturi, Yogesh Dimri alias Aawanla News, Vikas Semwal, Jahangir Alam, Ganga Prasad Simalti, Pooja Pokhriyal and Rajendra Gairola, along with 8-10 unidentified men and women -- continuously instigated people against the action.
The accused allegedly provoked the crowd to block the national highway and railway track and spread misleading information through Facebook Live videos, leading to heightened tension. The mob later blocked the railway track near Mansa Devi and raised slogans against the administration, the FIR said. It further alleged that protesters picked up stones from the railway track and pelted them with the intent to cause harm, creating panic among elderly people, women and commuters in the area, forcing shops to shut and traffic to come to a standstill.
When police attempted to pacify the protesters, stones were allegedly thrown at the police force as well, resulting in injuries to several personnel, including Clement Town SHO Mohan Singh, Ranipokhari SHO Vikendra Kumar and a head constable posted on peace and order duty.
Despite repeated announcements through loudspeakers and warnings, the crowd allegedly continued pelting stones and raised violent slogans, the FIR said. Additional police force was later called in and, following a final warning, the crowd dispersed partially, allowing traffic to resume.
Superintendent of police Rishikesh Jaya Baloni said, "Six people have been arrested in connection with the case. Our efforts are underway to identify the rest of them."
The Supreme Court on December 22 had pulled up the state government for allowing large-scale encroachment of forest land in Rishikesh, calling it "shocking" that the state had failed to reclaim thousands of acres despite the withdrawal of an earlier land allotment at least four decades ago.
Directing immediate administrative action, the top court ordered the state's chief secretary and additional chief secretary to urgently examine the matter, ascertain the status of possession of the land, and submit a detailed report to the apex court by the first week of January. The Supreme Court had also directed that all vacant portions of the land be taken into possession forthwith by the forest department. The Supreme Court had initiated suo motu proceedings after noting that over 2,800 acres of forest land, which reverted to the forest department in 1984, continued to remain under occupation of private parties....
