1.8mn voters dead, 11K untraceable, says ECI
New Delhi, July 23 -- The Election Commission of India (ECI), in a press note issued Tuesday, said that over 5.2 million electors in Bihar were found to be either deceased, permanently shifted, or enrolled at multiple locations, based on preliminary findings from the ongoing Special Intensive Revision (SIR) of electoral rolls in the state. According to data released by the EC, as of June 24, 2025, Bihar had a total of 78.9 million electors. Of these, 90.67% (71.6 million) had submitted their Enumeration Forms (EFs), and 90.37% (71.3 million) had their forms digitised.
The EC noted that field verification had so far revealed 1.86 million deceased electors, 2.6 million electors who had permanently shifted to different constituencies, and 750,000 electors found enrolled at more than one place. Additionally, 11,484 electors were categorised as not traceable. Together, these account for about 6.62% of the electorate. The EC said that electoral officials-ranging from Chief Electoral Officers to Booth Level Officers - had shared lists of 5.23 million such electors with all recognised political parties in the state.
