'no unnecessary regulations': CM for trust-based governance
LUCKNOW, Jan. 23 -- Chief minister Yogi Adityanath on Thursday directed the administration to simplify rules and make governance more transparent and efficient, with a focus on Compliance Reduction Phase-II and De-regulation Phase-II initiatives.
The objective is to provide citizens and entrepreneurs with a trustworthy, transparent and time-bound administrative system by reducing unnecessary procedures, permits and inspections, the chief minister said.
Presiding over a meeting, the chief minister emphasised that every reform must have a tangible impact and make governance easier for the common person. He clarified that de-regulation does not mean removing controls altogether, but simplifying processes and making essential rules more transparent.
While discussing land use reforms, the chief minister was informed that efforts are underway to eliminate or simplify complex permissions such as 'change in land use', in order to protect farmers and landowners from avoidable difficulties.
Special emphasis is being placed on removing the requirement for separate permissions in cases where land use conforms to the master plan in planned areas, as well as on simplifying the land conversion process in unplanned areas.
Regarding the building and construction sector, officials informed the chief minister that processes such as plan approval, layout approval and issuance of completion certificates are being brought under a risk-based system.
Under this system, self-certification and deemed approvals are being promoted to provide relief to citizens and builders from unnecessary delays.
The state has secured the Best State ranking in Compliance Reduction Phase-I and now aims to institutionalise these reforms further....
