Will make Himachal self-reliant by 2027, says CM Sukhu
Shimla, April 3 -- Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu on Thursday said the state government is committed to making Himachal a self-reliant economy by 2027 and a prosperous state by 2032, asserting that structural reforms initiated during the recently concluded Budget Session would accelerate growth.
Addressing the media on the final day of the assembly session, Sukhu said that despite presenting a relatively smaller budget compared to the previousyear, there was no financial crisis.
"We have curtailed unnecessary expenditure and stopped the misuse of state resources. This is part of a broader 'system correction' process which will strengthen the economy in the long run," he added.
He further said that financial constraints, including reduced revenue deficit grants and GST compensation, impacted the state's fiscal space.
"Had we received the full dues, Himachal could have moved faster towards becoming debt-free," he said.
Despite these challenges, the chief minister expressed confidence that ongoing reforms would transform the state's economy.
"We are steadily moving towards self-reliance," the chief minister added.
Providing an overview of the session, the Speaker Kuldeep Singh Pathania, "Assembly held 16 sittings in two phases, with proceedings lasting around 90 hours and achieving a productivity of 103% -"a historic benchmark when compared with other state legislatures."
He said a total of 67 starred questions were answered during the session, while multiple issues were raised under various procedural rules, including Rule 62 (two matters), Rule 67 (one matter), Rule 101 (four matters), Rule 130 (one matter), and Rule 324. Additionally, 94 issues were taken up during Zero Hour.
"A total of eight government bills were passed, and 60 committee reports were presented in the House," Pathania said.
Leader of Opposition and former chief minister, Jai Ram Thakur, termed the session as "deeply disappointing," alleging fiscal mismanagement, rising debtand lack of developmentvision under the Congress government.
Addressing the media after the conclusion of the Budget Session, Jai Ram said the budget would be remembered for the "wrong reasons,".
"Since the formation of Himachal, budgets have always been growth-oriented. This time, despite excuses, the reality is that the budget reflects confusion and fiscal distress," he said.
Raising concerns over the state's finances, Thakur claimed that the borrowing rate under the current government had reached an all-time high.
"During previous governments, including that of Prem Kumar Dhumal and Virbhadra Singh, the annual borrowing rate was around 10%. During my tenure, it was 7.2% but now, under the present government, it has risen to 16%," he said....
