Speaker allows discussion on flood damage after ruckus
Srinagar, Oct. 31 -- Jammu and Kashmir assembly on Thursday discussed the devastation caused by the recent floods and natural calamities in the region.
Members of Bharatiya Janata Party sought increase in compensation and also urged the state government to not delay the demand of compensation package further from the centre as the winter was setting in and people were still living in tents and under tarpaulin in many areas.
After protests from BJP members seeking discussion on rehabilitation of people affected by floods in August , speaker Abdul Rahim Rather allowed the legislators to speak over the issue in zero hour and beyond.
BLP MLA Pawan Gupta said that the region was affected by the calamity of severe nature owing to continuous rains, cloudburst and floods in rivers. "In Udhampur alone, 2,771 houses were damaged due to the calamity. Not only the houses, our crops, shools, roads and health services all were damaged," he said.
He alleged that no relief reached the people on time. He said that the areas affected by the floods were not even temporarily restored with just 12.5 crore on rehabilitation and 5 crore spent of relief. "There is no temporary restoration and what to speak of permanent restoration," he said.
He said that people whose pucca houses were damaged are to be given 1.2 lakh whose actual prices cross over 20 lakh each. "1.2 lakh to pucca house holders and less to kucha house owners under SDRF has not yet been distributed to the people," he said.
He said that the J&K government didn't recommend to centre for the grant of NDRF relief yet. "It was mandatory for the government to ask the centre for NDRF because it acts as a top up on SDRF. Till today there has been no recommendation. CM recently said that we are recommending it to the centre," he said.
Another BJP member from Samba, Surjit Singh Salathia said, "CM Omar went everywhere but what was the result? Did the people get compensation?," he said.
He said that the government should rework on the assessment of losses as the loss calculation was not done properly by the revenue officers like patwaris who didn't visit the areas on the ground. "There should be a comprehensive report on loss assessment," he said.
National Conference MLA from Gulabgarh, Khurshid Ahmed said that winter was approaching and people were without roof over their heads. "Our people are living under tarpaulin. District administration provided no tents. Some are in schools or panchayat ghars. Life will get difficult in winters like this," Ahmed said.
"There should be a plan for their rehabilitation or a temporary sheds be constructed till the time centre's compensation policy matures. If we wait for the centre's relief, when this will come and when they will save their lives. Similarly our crops are 100% damaged but agriculture department has disbursed only 40 % relief," he said.
MLA from Thanamandi constituency, Muzaffar Iqbal Khan, who is part of the ruling coalition in J&K, said that data reveals that the most damage in J&K due to floods was in Rajouri's far flung areas including his constituency. "Most houses were damaged there but no one from the government reached there. The reason was that the focus remained on capital cities which also suffered damage," he said.
He said that the assessment was not done properly as the officers didn't go on ground. "Patwaris sought details on phones which led to no assessment of many affected people. That is why many files of people were rejected. Also files were stopped because the officials said we don't have funds," he alleged.
"There should be instructions for re-assessment of damages and compensation should be more as SDRF compensation won't help the people enough," he said
Earlier, during the Question Hour BJP members protested in the House charging the government of being "unconcerned" about the issues being faced by the flood affected people and also alleging prevalence of corruption in the UT, before ultimately staging a walkout.
As the House convened on the fifth day of its autumn session, BJP members sought adjournment motion and discussion on the people affected by floods in August, mostly in areas of Jammu and also reminded the House of the BJP resolution over the issue which was not taken up on Wednesday.
Assembly speaker Abdul Rahim Rather said that he has rejected the adjournment motion but said that he will find a way to allow them to speak after the question hour.
Leader of Opposition Sunil Sharma stood up and said that the "important issue" of floods was not discussed in the House even after four days.
"Time was exhausted in one resolution so that the important resolution can't be brought up. This is very unfortunate as the most important issue was of flood affected people. People are keeping an eye on what we talk about in the assembly. What arrangements are made for the people ? And our performance in the assembly in these four days. The way the government has behaved; least bothered and unconcerned. The most important issue in J&K was floods which was not discussed here," Sharma said.
He said that one of their members had brought an adjournment motion so that some seriousness is shown. "But the way the speaker today said he disallowed it. That means you didn't disallow our adjournment motion, you put the expectation of flood affected in the dustbin. It is unfortunate and if the government is not serious towards the flood affected people, we will stage a walkout from this house," Sharma alleged.
Speaker, in reply, said, "I said that they can put their views after the question hour. I didn't disallow."
"You want to close this house and the government wants to run away...There has also been an issue of corruption. There has been a report in a newspaper today about corruption in a department," Sharma said further which triggered the ire of ruling party MLA who responded back.
While BJP members shouted slogans against the government, Deputy chief minister Surinder Choudhary retorted back at the BJP saying "Chor Machaye Shor". Other NC MLAs also joined in support of Choudhary.
Meanwhile, all the BJP MLAs climbed down to the first row shouting slogans.
NC MLA from Hazratbal Salman Sagar responded to the BJP's corruption charge on government. "Give account of the years from 2014 to 2024," he said alluding to BJP-PDP government and then governor's rule in J&K.
BJP MLA from Kishtwar Shagun Parihar attempted to enter the well of the house and was pushed back by the marshals. At-least two BJP MLAs RS Pathani and Sunil Bhardwaj climbed onto the benches and jumped into the well of the house and were ultimately marshalled out of the house while other BJP members thumped the benches and some climbed on them shouting slogans.
Speaker allowed the question hour to continue. Meanwhile, the BJP members continued shouting slogans.
NC MLA Abdul Majeed Bhat Larmi, while raising a question regarding compensation for crop losses to fruit growers, also charged at the BJP members, "When the PM didn't release any money (for flood victims), then what will be provided to them... Go to PM and request him for a package here," he asked theLoP.
NC MLA Hasnain Masoodi said that his constituency of Pampore was the most affected region due to recent floods in Kashmir valley. " What happened to Rs.80,000 crore PM package, we couldn't find out till now," he said while responding to BJP MLAs.
Almost half of the BJP MLAs returned within minutes of the beginning of zero hour while the remaining also returned after the Speaker allowed discussion on flood affected areas of UT....
