Shimla, Dec. 25 -- The Himachal government on Wednesday terminated the services of Dr Raghav Narula, senior resident of the pulmonary department at Indira Gandhi Medical College (IGMC) and hospital, Shimla following the incident of alleged assault on a patient on December 22. "On the basis of the facts brought on record and the findings of the Inquiry Committee, the competent authority is of the considered view that the acts committed by Dr Raghav Narula constitute misconduct and violation of the Resident Doctor Policy, 2025. Therefore, the services of Dr Raghav Narula, senior resident, department of pulmonary medicine, IGMC Shimla, are hereby terminated with immediate effect," read the order. The decision was taken following the report by the high-level inquiry committee, constituted by the state. The committee submitted its report to the director through the principal, IGMC Shimla, on December 24. After examining the inquiry report, the competent authority concluded that both the patient and the doctor were responsible for the incident. The incident had come to light after an alleged video, where Dr Narula, is seen assaulting a patient Arjun Pawar, 36, from Chopal, went viral on social media. Following the incident, the doctor was suspended and an FIR was registered under Sections 125(a), 115(2) and 3(5) of the BNS, 2023. Dr Narula, however, denied the allegations saying that he did not intend to assault the patient but the patient had behaved rudely with him first. Earlier during the day, the Shimla Association of Medical and Dental College Teachers (SAMDCOT) sought a fair probe while seeking FIR against those who mobilised the mob. SAMDCOT, the largest representative body of medical faculty in Himachal Pradesh, expressed deep concern over the violence. While raising safety concerns, the association called for "fair, lawful and transparent investigations" and demanded respect for the safety of healthcare workers. SAMDCOT general secretary Dr Piyush Kapila while talking to HT said, "The incident which happened on December 22 is very unfortunate and should not have happened but the aftermath is not called for." "In a brawl there should be counter FIR and one sided action should not be done. See mob justice cannot be allowed to become a precedent," he said, adding "We demand that the FIR should be registered against those who mobilised the mob, created a ruckus in the hospital, issued life threats to the doctors as well as patients should also be booked." The association warned of a statewide protest if legal action was not taken against those individuals. They also urged the public to avoid spreading unverified information Even in the statement issued by SAMDCOT said "mob justice is not justice. Those mobilising the crowd have political motives and for personal gains who are misusing the situation."...
