Shimla, Sept. 25 -- Himachal high court directed the state government to file an affidavit placing on record the consequential order passed after the approval was granted by the central government giving six-month service extension of state chief secretary Prabodh Saxena on March 28. The directive was passed by the division bench comprising chief justice Gurmeet Singh Sandhawalia and justice Ranjan Sharma while hearing the connected petitions, including the PIL filed by Atul Sharma questioning Saxena's extension and vigilance clearance. Earlier during the course of arguments, while referring to Rule 16 of the All India Services (Death-CumRetirement Benefits), Rules, 1958, Shrawan Dogra, Senior Counsel representing the chief secretary had pointed out that the recommendations have to be made by the concerned state government with full justification and in public interest. Following which the Advocate General had sought time to file the specific affidavit to this effect. On September 6, Union government had told the HC that CM Sukhvinder Singh Sukhu had sent a request for recommending the grant of extension in service to Prabodh Saxena, who was serving as chief secretary to the Government of Himachal Pradesh for a period of one year. Meanwhile the Additional Solicitor General of India had also said that the records sought by the high court from the file notings relating to the six-month service extension of state chief secretary Prabodh Saxena sought from Government of India has been dispatched from Delhi and would likely to reach by September 25. The high court keeping in view the fact that the Dussehra break directed that the record be produced before the registrar general who shall retain the photocopy of the same in sealed-cover. The original record in sealed cover be handed over to the official concerned. Prabodh Saxena - the 1990-batch officer was given a six-month extension in March this year. Saxena, who was due to retire on March 31, himself broke the news at his farewell dinner organised by the Himachal IAS Officers Association on March 28 night....
