PATNA, June 30 -- Over 10,000,000 pre-filled enumeration forms were distributed among voters in Bihar, covering around 30% polling stations across 78,000 booths in the state as part of the Speical Intensive Revision (SIR), launched by the Election Commission on Sunday. "We have covered around 25-30% of the booths in Bihar today [Sunday]. We are going to intensify the exercise in the coming days so that all electors get the forms," said Bihar's Chief Electoral Officer Vinod Singh Gunjiyal. In many districts, the district magistrates cum district election officer (DEO) also met voters while distributing the forms and explained the modalities of the SIR to voters. Patna district magistrate (DM) Thiyagarajan SM, and Madhubani DM Anand Sharma were among the officers who visited the villages and booths to interact with voters and monitor the exercise. The forms were distributed through booth level officers( BLOs), officials said. The EC on Saturday made crucial clarifications - with some rules eased - regarding the controversial voter verification drive, allowing residents to submit forms based on self-declaration without documentary proof at the draft stage, as it sought to navigate massive logistical challenges and quell criticism that the exercise could lead to mass disenfranchisement. The SIR of electoral rolls will involve with over 78,000 booth-level officers conducting door-to-door surveys of the state's 77.2 million voters over the next month. Officials within the Election Commission clarified that the exercise is "not a de-novo exercise-meaning we are not creating a brand-new roll from scratch". In one of the key accommodations, commission officials said residents can now submit enumeration forms without any documentary proof and still have their names included in the draft electoral roll. "Even without documents, if the enumeration form is tick-marked, and has basic details, the name will be included in the draft. No names are being deleted at this stage," said an EC official. "Later, a complete hearing will be given to the people who don't have the documents."...
