Shimla, Dec. 17 -- The Hindu Raksha Manch, Himachal Pradesh, has accused the state government of promoting the land mafia and changing the demographic structure of the state. The state president of Hindu Raksha Manch, Kamal Gautam, while addressing a press conference in Shimla on Tuesday, alleged that the state government's move to amend Section 118 of the Himachal Pradesh Tenancy and Land Reforms Act, 1972 is a "well-planned conspiracy" to change the state's demography and promote land mafias from outside the state. Gautam said amendment brought during the winter session aims to dilute a provision that was originally enacted to protect Himachal Pradesh's land, culture and demographic balance. He said Section 118 was framed under the vision of the state's first chief minister, YS Parmar, who believed that the people of Himachal were economically vulnerable and therefore required legal protection so that wealthy outsiders could not arbitrarily buy land in the state. Meanwhile, revenue minister Jagat Singh Negi reiterated that the core provisions of Section 118 are not being changed in any manner. "During the assembly debate, we addressed all the doubts.
