Srinagar, Oct. 11 -- The main reason why the Congress decided to boycott the block development elections was that 18 of its senior leaders are still under detention, the party's Jammu and Kashmir unit chief Ghulam Ahmad Mir said on Thursday.

Speaking to Hindustan Times, Mir said, "As many as 18 of our senior leaders have been under detention since the special status of J&K was revoked on October 5. We have submitted a list of these leaders to the government and the electoral officer. The electoral officer assured that our leaders will be released but till yesterday, nobody was released."
