Jaipur, Nov. 18 -- Chief minister Bhajan Lal Sharma on Monday said the state has witnessed transformative improvements in law and order, healthcare, education, power supply, solar energy and cooperative reforms over the past two years. Speaking at the 32nd meeting of the Northern Zonal Council in Faridabad, Sharma outlined a series of achievements - from reduced police response time and record health insurance coverage to rapid expansion in solar capacity and major reforms in the cooperative sector - asserting that these collective strides are steering Rajasthan towards the vision of Viksit Bharat 2047. He said under the guidance of Union Home and Cooperation Minister Amit Shah, the state has witnessed rapid progress over the past two years in strengthening law and order, improving healthcare and education, expanding power and drinking water facilities, boosting infrastructure, and reinforcing the cooperative sector. Sharma said the government is fulfilling its promise to provide daytime electricity to farmers, with 22 districts already receiving power supply during the day. Rajasthan, he added, continues to lead the country in installed solar energy capacity. He informed that under the PM-KUSUM scheme, decentralised solar plants with a total capacity of 2,215 MW have been installed. Under RDSS, 151 new 33 KV substations have been completed and 11 lakh smart meters installed. Due to coordinated efforts, aggregated technical and commercial losses have fallen from 21.81% in 2023-24 to 15.27% in 2024-25, he said. The chief minister said significant improvements in law and order have been achieved. With an increase in mobile police units, the average police response time has reduced from 21 minutes to approximately 13 minutes. "The average disposal time for POCSO cases has reduced to 58 days, while rape case disposal time has come down to 48 days. He urged the Centre to approve 15 additional fast-track special courts for quicker disposal of POCSO cases." He also said master plans for 28 cities with more than one lakh population have been prepared on GIS under AMRUT, and GIS-based plans for 62 smaller cities are under preparation. Sharma said Rajasthan has achieved 88% population coverage under health insurance - the highest in the country. Under the Mukhyamantri Amrit Aahaar Yojana, children aged 3 to 6 years are served hot milk five days a week at Anganwadi centres. The CM said Rajasthan ranks first in membership enrolment under the Indian Seed Cooperative Society. Under the world's largest Grain Storage Scheme, the state has completed construction of 70 warehouses of 500 MT capacity in Phase-I, securing first place nationally. He added that 5,732 PACS have gone live, 2,657 new multipurpose PACS and 1,958 multipurpose dairy cooperatives have been formed, and 4,141 PACS converted into PM Kisan Samriddhi Kendras. Under the 'Give Up' campaign, around 45 lakh eligible citizens voluntarily surrendered their NFSA benefits, while 27 lakh names were removed for not completing e-KYC. This enabled inclusion of about 70 lakh genuinely needy beneficiaries, he said, adding that Rajasthan has also granted 137 Stage-1 environmental clearances through the Parivesh 2.0 portal in 2025, surpassing the total clearances issued in the first two years (122)....
