State releases upgraded policy for film tourism
Jaipur, Dec. 25 -- The state government on Wednesday unveiled a comprehensive policy aimed at attracting international and national film productions to the state by offering subsidies, simplified clearance processes and ease-of-business measures to filmmakers looking for suitable set pieces for their next big project.
As per the policy, the government will offer subsidies of up to 30% of the total production expenditure to filmmakers shooting feature films, web series, television shows and documentaries in the state. The subsidies for feature films are capped at Rs.3 crore, web series and documentaries at Rs.2 crore, and Rs.1.5 crore for TV shows.
The policy improves upon a groudwork laid by the Film Tourism Policy 2022, released under the previous government's tenure, which offered 15% subsidies of the total production expenditure.
Officials said that in order to be eligible for subsidies, feature productions must spend at least Rs.2 crore whereas web series, TV and films made in the state's indigenous languages will have to spend at least Rs.1 crore.
Another aspect of the policy, officials added, was the linkage of incentive percentiles with the screen time given to the state.
Productions that allocate 5-15% of screen time to Rajasthan locations will receive a 10% subsidy, those with 16-30% screen time will receive 20%, and productions showcasing Rajasthan for more than 30% of screen time will be eligible for the maximum 30% subsidy.
Additionally, feature films that complete at least 50% of their shooting schedule in Rajasthan and meet the minimum expenditure criteria will be eligible for subsidies of up to 30%. Productions that are shot entirely in Rajasthan will receive an additional 5% subsidy within the prescribed maximum limits. The policy also provides for a 100% reimbursement of licensing fees incurred for shooting locations under state or central government control, said officials. The policy also includes a provision for a comprehensive directory of all shooting locations across the state by the tourism department, they added.A directory of actors, directors, camerapersons , technicians, production assistants and other film professionals will also be made available to promote local talent.
Under the policy, Hindi films receiving subsidies must be released in a minimum of 200 cinema screens, Rajasthani films on at least 25 screens, and films in other languages on a minimum of 100 screens.
All films availing subsidies under the policy will be required to give mandatory credit to the Rajasthan government and the tourism department.
The government is also offering an annual scholarship package of Rs.50,000, with a monthly stipend of Rs.5,000 for 10 students from the state enrolled in the Film and Television Institute of India (FTII), Pune; the Satyajit Ray Film and Television Institute(SRFTI), Kolkata; and the National School of Drama (NSD), New Delhi, said officials.
Deputy chief minister Diya Kumari, who holds the state tourism portfolio, said that the policy's administrative reforms were aimed at making it easier for filmmakers to get necessary approvals for their projects.
Chief minister Bhajanlal Sharma, who formally unveiled the policy, said, "The new film tourism policy will help establish Rajasthan as a major filming hub and create new employment and skill development opportunities for the youth."...
