SIR to begin in Raj today; forms simplified for voters, says CEO

Jaipur, Nov. 4 -- A month-long Special Intensive Revision (SIR) of the voter list in Rajasthan is set to begin on Tuesday, said state chief electoral officer (CEO) Naveen Mahajan, adding that the exercise, scheduled from November 4 to December 4, was a crucial part of the Election Commission's annual voter list revision process.
During this period, BLOs will visit every household to fill out two copies of an enumeration form - one of which will be retained by the voter as a receipt, he added.
Rajasthan currently has 54.8 million registered voters, including 28.4 million men, 26.5 million women, and 681 belonging to the third gender, according to the 2025 electoral roll.
Mahajan explained that the enumeration form has been simplified by the Election Commission of India. It now contained pre-filled details such as the voter's name, EPIC number, address, and part and serial number as per the existing voter list, along with the voter's printed photograph, he said. Voters will need to confirm or update details like date of birth, Aadhaar number (optional), parents' names and EPIC numbers (optional), and mobile number, and affix a recent color passport-size photo.
He added that the data will also be used for "mapping" family linkages with earlier SIR voter lists - for example, if a voter's name is missing but their parents or grandparents were previously listed, the BLO will record the relationship to ensure continuity.
Voter lists for all states have been uploaded and are also available on Rajasthan's election portal. The CEO said about 83% of voters above 40 years of age and 50% of those under 40 have already been mapped, with an overall mapping completion rate of 65.3%.
BLOs will collect filled forms, assist voters in completing them, and upload the data through the ECINET app. Voters have been urged to submit their completed forms with updated photos and information before December 4, 2025, to ensure their inclusion in the electoral roll.
The Election Department has also issued an advisory for BLOs to wear ID cards during fieldwork, maintain daily progress records, coordinate with booth-level agents, and seek technical assistance when required.
Mahajan appealed to all voters to cooperate in this exercise, emphasizing that the process is key to ensuring accurate and transparent voter lists. He also said that an online submission system for enumeration forms will soon be launched to make participation easier....
