PMKVY unable to penetrate Raj's tribal belt in last FY: Data
Barmer, Dec. 2 -- The PM Kaushal Vikas Yojana's implementation in the financial year 2024-25 was uneven in the state, according to data from the Ministry of Skill Development and Entrepreneurship tabled in the Lok Sabha on Monday. The data clearly displays that the scheme was unable to penetrate tribal- dominated and generally backward areas in the state.
The data, tabled in response to a question by Churu MP Rahul Kaswan, showed that the majority of certified applicants to the scheme were from Jaipur, Sikar, Bharatpur, Alwar and Hanumangarh. In total, 2,60,200 candidates were trained and 2,09,133 were assessed under Short Term Training (STT) in the state, while 7,345 candidates were enrolled under Recognition of Prior Learning (RPL) during the period.
The state's southern and western tribal belts showed the least number of certifications. Dungarpur, one of the state's most tribal-dominated districts, certified only 39 candidates in the entire financial year. Pratapgarh certified just 140 candidates, and Jalore recorded only 306 certifications. Pali and Rajsamand were also low-performing, securing only 1,358 and 776 certifications each.
On the other hand, Jaipur alone has certified more candidates than many of these tribal districts put together, highlighting a clear imbalance in the implementation of the scheme.
Social expert Bhuvnesh Jain, retired director of My Yuva Bharat, said, "lack of awareness, migration for labour, long travel distance to training centres and limited exposure to career-linked skill development are among the major reasons behind weak participation from tribal belts." Unless targeted mobilisation campaigns and district-specific strategies were adopted, the gap between well- performing districts and those lagging behind was likely to widen further....
