Jaipur, Sept. 3 -- The state government has relaxed penalties on coaching centres, as per the revised draft of the Coaching Centre (Control and Regulation) Bill 2025, which was sent to the select committee after its tabling in the assembly on March 19 led to an intense debate. According to the draft, which has been seen by HT, the bill levies a fine of only Rs.50,000 on coaching centres violating its norms. A repeated offense or second violation will incur a fine of Rs.200,000, whereas any subsequent violations may lead to cancelled registrations. The corresponding amounts in the previous draft were Rs.200,000 for a first offence and Rs.500,000 for a second violation. On Monday, the deputy chief minister Prem Chand Bairwa submitted the select committee's report on this bill to the assembly. The revised bill will be tabled during the ongoing monsoon session, said officials. The proposed bill was based on the Coaching Centre Regulatory Guidelines notified by the Union Ministry of Education in January 16 this year. "Over the past two decades, Rajasthan has witnessed an unchecked proliferation of coaching centres. These centres often operate in a largely unregulated environment, luring lakhs of students every year with promises of guaranteed success in competitive examinations such as NEET, IIT-JEE, IIM entrance tests, and CLAT," the deputy CM Prem Chand Bairwa stated in the draft bill's objective. As per the bill, a 12-member Rajasthan Coaching Centers (Control and Regulation) Authority will be formed which will be chaired by the Secretary of the Higher Education Department and will also comprise the Secretaries of the School Education Department, Medical Education Department, Technical Education Department, and also the state's Director General of Police (DGP). Meanwhile, under the monitoring of the state-level authority, a District Authority will also be formed with another 12 members chaired by the concerned district collector. The district panel will also have the police superintendent (SP), Chief Medical and Health Officer (CMHO), and the Chief District Education Officer among the key members. The bill stated that the district authority "shall create a web-portal/online mechanism to facilitate the registration of coaching centres in a faceless manner with minimum human interface. The committee shall take all such steps as necessary for ensuring the promotion and protection of students along with ensuring imparting of quality education in all coaching centres, ..constitute Grievance Redressal Cell,... inspect suo moto or upon any complaint, any records of a coaching centre by itself or any person or persons authorised by the Chairman of District Committee." The bill also mandated the coaching centres to stop malpractices of bogus advertisement, false claims, lucrative offers, sure selection etc, conduct a mandatory screening test during admission, not segregating batches based on merit, maintain a healthy teacher-student ratio in every class, and also provide the students with optional career option except for JEE and NEET."...
